On June 19, 2019, LCHP research team member Alisa Belinkoff Katz reported on the LCHP rent control working paper to the City of Los Angeles’ Affordable Housing Commission. The working paper presents several options that could help ameliorate the economic vulnerability and anxiety of the city’s growing number of rent-burdened residents. Following Belinkoff Katz’s statements, the Affordable Housing Commission approved a motion set forth by Commissioner Larry Fondation, which details the LCHP working paper recommendations and asks the Mayor, City Council, and Rent Adjustment Commission to enact all of them, short of those which require amending Costa-Hawkins, the state law which limits local governments’ ability to enact rent control. The rent control study is the first major publication of the UCLA Luskin Center for History and Policy, which was founded in 2017 with a mission to bring historical perspective to contemporary policy issues.
